Bays: the plain-English version

A bay is the space between successive main frames, measured perpendicular to the frame.

Star's definition does not prescribe a universal bay spacing.

Worked calculation

Frame lines at 0, 20, 40, and 60 ft create three bays and four frame lines. Interior layouts and end-frame details still need design.
